FCTA Cracks Down: Enforcement of Ground Rent, Certificates of Occupancy, and Land Use Charges Begins

The Federal Capital Territory Administration (FCTA) has resolved to strictly enforce compliance on ground rent defaults, unpaid Certificate of Occupancy (C of O) fees, and land use conversion charges across the FCT, with operations set to begin next week.

Mr. Chijioke Nwankwoeze, Director of Land Administration at the FCTA, made the disclosure after Wednesday’s FCT Executive Council meeting, chaired by Minister Nyesom Wike in Abuja.

He announced that enforcement actions including revocation of titles and sealing of defaulting properties will commence next week.

Nwankwoeze noted that in 2025, the FCTA reviewed non-compliant properties, revealing widespread defaults on ground rent payments and Certificate of Occupancy (C of O) fees.

He highlighted illegal conversions of residential-allocated lands to commercial use as a key violation, urging owners to regularize immediately to avoid sanctions.

“These conversions and defaults violate the terms and conditions of the granted Rights of Occupancy,” FCTA Director of Land Administration, Chijioke Nwankwoeze, stated.

He listed affected properties along Aminu Kano Crescent, Adetokunbo Ademola Crescent in Wuse 2, Yakubu Gowon Crescent, Areas 7 and 8 in Garki, and several other locations.

Nwankwoeze explained that the FCTA reviewed these areas in 2025, confirmed the current uses could be sustained, and approved conversions in line with planning standards.

Public notices were published in newspapers, electronic, and social media, urging property owners to regularize and pay required fees. Letters of conveyance were also sent to allottees—some complied, while others did not.

“Defaulters on ground rents, Certificate of Occupancy (C of O) payments, and land use conversion fees are hereby notified that enforcement commences next week,” he warned.

“It is now up to you to comply or face the necessary actions,” Nwankwoeze added.
